got the DVD yesterday from IW. as expected, the DVD is 4:3 and quite bad. But I guess it is bcos of the source itself being poor in quality.
I still enjoyed watching it cos its one of my favourite comedy movies !!

The Original Aspect Ratio of Jaane Bhi Do Yaaro is 4:3 (35mm film ratio) and therefore if the DVD is 4:3 then it is presented correctly in it's Origianl Aspect Ratio.

we can't be sure. Because some DVDs crop off the original 4:3 aspect ratio from the sides and then reframes the video to 4:3 giving a fatter look.

Jaane bhi do yaaron has been digitally restored and is available on DVDs by nfdc, sponsored by Shemaroo, in India. You may check it out. I have it and I'm quite contented with the pq and sound q.

Any examples of DVDs that have done this?

Jaane Bhi Do Yaaron was definitely in the 35mm film format:

Yes. Take Chupke Chupke, for instance. Shemaroo cropped it from only the left side. The other portions are intact.

SKY has been out of business for a very very long time plus their dvds have freezing problems. Most likely it is a pirated copy especially from indiaweekly.com..
I buy from myindiashopping.com and pleased with the dvds
