Katherine Hepburn. She won 'best actress', FOUR times. She has been nominated a total of TWELVE' times, all for 'best actress'. The first time she won the Oscar was in 1934 and the fourth time in 1982.

PS: Meryl Streep has won three academy awards, but only twice for 'best actress'. The third one was for 'best supporting actress'. However, hhe has been nominated a total of SEVENTEEN times for an Academy Award. Fourteen times for 'best actress' & three times for 'best supporting actress'.
