$5 to $10, though I will occasionally go as high as $15 if it offers something interesting.

Word of mouth, reviews, and filmmakers involved are factors for me when buying a DVD sight unseen.

a. Loved it, want to see it again and again. Most Indian DVDs don't have extras worth watching even once.

As long as it isn't in a paper bag I don't care. I prefer Amaray cases, though.
b. dvd transfer must look great (direct from film, color corrected)
Of course! The quality of the experience is as important as the film itself.
c. dvd must work with digital tvs (widescreen enhanced for 16x9)
Important. Might as well have a DVD that will look good in the future. Besides, if a DVD looks good on high end systems, it will also look good on lower end and midgrade systems.
d. bonus features are absolute must, deleted scenes etc.
With Indian DVDs, as long as the transfer is good I am happy. "Making ofs" on Indian DVDs are usually 1/2 promotional fluff and 1/2 film clips. American DVDs without extras had better be cheap because there are so many inexpensive DVDs with plenty of extras (Finding Nemo for $14!)

The most I've paid for a DVD is $35 for the Criterion version of Do the Right Thing. For Indian DVDs I paid about $20 for Lagaan, though I had a gift card, so I paid very little. Mostly I want to pay no more than $10 for a DEI/BEI DVD.
6. Where do you like to buy/rent your dvds?
I rent from local stores. I haven't bought an Indian DVD in a very long time, but I've bought from local stores and online.
